Regulation respecting halocarbons

As of June 1, 2008, people who handle halocarbons as part of their work must hold an environmental qualification certificate.

Halocarbons are gases used in equipment such as refrigerating apparatuses and air conditioning systems. Mishandling of these gases can result in damage to the ozone layer of the atmosphere. The Government of Québec has therefore adopted this environmental measure, which is aligned with the application of the Kyoto Protocol on the control of greenhouse gases.

Categories of equipment and certificates

The Regulation respecting halocarbons applies to all people whose work involves installing, servicing, repairing or modifying equipment that uses halocarbons.

Each category of equipment is covered by a separate environmental qualification certificate.

Agencies responsible

Emploi-Québec issues environmental qualification certificates for all workers covered by the Regulation, except for workers whose vocational certification falls under the responsibility of the Commission de la construction du Québec (CCQ)

Eligibility criteria

To obtain an environmental qualification certificate, a worker must:

  • have successfully completed an environmental-impact awareness training course covering the regulatory framework, environmental impact and safe use of halocarbons;
  • for certain trades, hold a certificate of qualification or an apprenticeship card.

How to obtain the required training

The required training can be obtained in two different ways:

  • The Regulation recognizes certain training and vocational qualification programs as equivalent to the required training. For a list, see the eligibility criteria for each certificate.
  • OR
  • Specific training is available through school boards across Québec.

How to apply for an environmental qualification certificate

Workers who wish to obtain an environmental qualification certificate must submit a written request to the following address:

In addition to the duly completed application form, the request must include:

  1. A legible photocopy of an attestation of successful completion of one of the halocarbon training courses recognized by Emploi-Québec;
  2. A cheque or money order for $ 35, made out to the Minister of Finance of Québec, to cover the certificate issue fee;
  3. For H1 (refrigerating apparatuses), a legible photocopy of the applicant’s certificate of vocational qualification or apprenticeship card.
