Commitment for Employment and Employment Pact Plus

The Québec government launched the Commitment for Employment in 2008 to address Québec’s workforce challenges. In response to the poor economic conditions, it unveiled the Employment Pact Plus in 2009 to support workers and businesses while preparing Québec for economic recovery.

Commitment for Employment

Québec in all its strength

The Commitment for Employment is a three-year strategy that proposes a series of measures to facilitate labour market entry for people who want to work, acknowledge and reward work, improve manpower training and business productivity and address regional labour needs.

Preparing for recovery

The Pacte pour l’emploi Plus is a two-year government strategy aimed at increasing cooperation among labour market partners. To mitigate the effects of the recession, it provides for:

  • services tailored to individuals who lose their jobs;
  • business investments to ensure workers are qualified and prevent layoffs.
