Skills development and recognition and vocational qualification help align the labour market with the evolution of Québec’s economy.
The Commission des partenaires du marché du travail and Emploi-Québec work together to develop and implement measures aimed at harmonizing workforce skills and employer needs.

- The skills development and recognition framework (French only) fosters strategies for recognizing and developing skills in the workplace.
- Normes professionnelles (French only) defines the skills and conditions required to work in numerous trades.
- The Workplace Apprenticeship Program (French only) enables workers to acquire skills through on-the-job training under a journey person system.
- For worker and public safety reasons, vocational qualifications are mandatory (French only) for the following work:
- electricity, piping, elevator mechanics, gas, stationary engines and inspection of pressure vessels (new regulations entered into force on January 1, 2008) (French only) ;
- drinking water treatment (French only) ;
- halocarbon gas handling (French only) .
- The Interprovincial Standards Red Seal Program (French only) governs labour mobility across Canada.
